Gresik, April 25, 2025 — Java Integrated Industrial and Ports Estate (JIIPE), a leading integrated industrial estate, marked a significant milestone today with the handover ceremony of industrial land to Golden Elephant (GESC), a prominent Chinese chemical company. This ceremony marks the beginning of GESC's construction of an eco-friendly chemical plant on a 20-hectare plot in JIIPE, Gresik, East Java.
This investment holds strategic significance: JIIPE is GESC's first international expansion outside China, making Indonesia a new regional hub for their business development in Asia. Golden Elephant will build a high-tech, eco-friendly chemical production facility to support domestic and export markets.
"We've had a long journey, including almost building in Russia two years ago. However, after an extensive search, we're grateful to have found the perfect location in JIIPE. This area has an excellent culture and strategic location, making it an ideal spot for our first overseas expansion," said Lei Lin, Chairman of Golden Elephant.
With an investment value of 4.2 billion yuan (approximately USD 600 million), GESC will develop the project in two phases. The first phase, valued at 1.24 billion yuan, includes building a 120,000-ton/year melamine production facility, 150,000-ton/year nitric acid, and 200,000-ton/year ammonium nitrate. The second phase, valued at 3.06 billion yuan, will utilize Indonesia's natural gas potential to build a large-scale synthetic ammonia and urea plant, forming a closed value chain from natural gas to strategic chemical downstream products.
"We've had lengthy discussions with the Sichuan Provincial Government and strategic partners like ICBC Bank. Ultimately, we chose JIIPE due to its integration of industry and deep-sea port, world-class infrastructure, and support from the government and estate management. This isn't just a business project – it's a dream come true," he added.
On the same occasion, Bambang Soetiono, President Director of PT Berkah Kawasan Manyar Sejahtera (BKMS), the manager of JIIPE, expressed full commitment to supporting the realization of Golden Elephant's investment:
"We welcome Golden Elephant as a global tenant that has chosen JIIPE as its first international investment location. This is strong validation of JIIPE's position as the most ready and competitive industrial estate in the region, particularly in welcoming the era of energy transition and green industrialization," said Bambang.
Golden Elephant's presence complements the international tenant ecosystem in JIIPE, which has been filled by PT Freeport Indonesia (copper), Hailiang (copper foil), and Xinyi Glass (industrial glass). With synergy built among tenants, JIIPE forms an integrated supply chain for metal, chemical, and new energy downstreaming, making this area a growth epicenter for value-added industries in Indonesia.
With the support of Special Economic Zone status, a 6,200-meter-long deep-sea port, and large-scale industrial utilities already available, JIIPE once again proves its role as a prime destination for foreign direct investment (FDI) in Indonesia's strategic sectors.
